| The question of economy transition for cities of resources type (or resources city, cities mainly engaged in natural resources exploitation),is a world-wide difficult problem, and it is commonly seen in our country, especially in some old industrial bases. The reports of the 16th Party Congress says "we should support the northeastern region and other old industrial bases in accelerating their adjustment and transformation and support cities and areas mainly engaged in natural resources exploitation in their efforts to develop alternative industries." This strategic plan provides a good opportunity for the resource-exhausted city (city facing the exhaustion of its natural resources) to adjust its economic structure. In our country, a lot of cities in some areas are initially developed as a means of source type, with natural resources as the foundation of their existence, however, after many years immoderate exploitation, these cities have already been "in desperate straits". They have to face the difficult problem of how to develop new industries and realize the economy transition. Solving this difficult problem has a great significance to both economic development and the social and political stability. The Reports calls on us to build a well-off society in an all-round way. This means we must manage to change the unbalanced situation at present. Besides the imbalance between rural and urban areas, between districts and between professions, with which we are familiar in the past, urban poverty population is becoming a more and more serious problem in ecent years, and this situation is more conspicuous in some cities in areas of resource type. Therefore, how to change the unreasonable economic structure of these resources cities and solve the poverty problem is related to the major problem of whether the objective of building a well-off society can eventually come true. In addition, researches on economic structure adjustment to cities of resources type not only have a realistic significance to resource-exhausted areas in getting rid of economic recession, but also can be used as a guide to those cities whose exploitation industries are just experiencing a growing or grown period, helping them make adjustments beforehand to avoid a possible overall decline in the future. This article consists of six parts altogether. Fist, in Introduction, it proposes the motive of choosing this topic, advances the urgency and the great significance to realize economy transition in the city of resource type. Then, the second part makes an exposition of the meaning and the theoretical foundation of a resources city and features the common characteristics which all resource-exhausted cities have. This article believes that the so-called city of resources type refers to where the resources industry occupies a leading or controlling status, and a majority of them faces following six common characteristics: 1. As resources being exhausted, the resources advantage is gradually lost. The substituting industry has not taken shape yet; 2. The cost of exploiting increases progressively. The competitiveness of the primary product is weakened. Enterprises suffer great loss; 3. Equipments become outdated, and technology upgrading slows down its paces; 4. The industrial structure is single and lack of flexibility for elf-adjustments, which leads to little staying power for further development, 5, over-exploitation of resources leads to the serious ecology damage and environmental pollution; 6, The function of city and enterprise is mutually replaced, and the outdated infrastructure restricts the economic development, etc. The third part expounds the current situation of the resources type city and the cause of its formation in our country. It mentions that they are often centralized in certain area and they occupies a large portion in the whole urban group.
