| With the reforming and opening up to the outside world since 1978, China has poured in a large amount of foreign direct investment. Soon, China becomes the star of absorbing the FDI. In 2002, China becomes the host country in the world after exceeding U.S.A. Capital's pouring not merely alleviated the difficult problem with tense funding of economic construction, it's also an effective way for absorbing foreign advanced technology and experience of management. It is very important nowadays. While great progress has been made, there are some problems to be solved urgently. For instance, paying attention only to quantity not its quality, the industrial structure and area distribution in foreign capital investment are unreasonable, unhealthy benefit of foreign capital utilization is existing ,and so on .This text introduce the situation of china's utilizing foreign capitals since more than 20 years of reforming and opening up to the world, analyzed emphatically that the government is the leading role .through the contrast analysis in two provinces ,point out its different results caused by the government .The government should take more effective movements and put forward the concrete suggestion in optimizing the investment environment. The full text divides into four parts.The first part has recommended the basic theory of international capital circulation, through the analysis of the theory of economic growth, draw the function of the government in the course of promoting capital circulation and accelerating the economic growth.The theory of international investment has experienced two stages on the whole: international indirect investment and international direct investment .The international indirect investment theory is rely mainly on international trade theory of comparative advantage, this thought was originate from Adam Smith and David Richado, further abundant and development to this theory was by Heckscher and Bertil Ohlin.Stephen H Hymer, the founder of international direct investment theory has proposed the monopolizing advantage theory .He thinks there are two reasons that impel the investor to adopt the investments abroad in order to control the overseas enterprise. First, guarantee the security of investment; Second, the investor has some specific advantages. John H Dunning has proposed the theory of OLI. He thinks: one must offer three advantages in order to attract the multinational produce enterprise: Ownership, Location, Internalization.This part also analyzed two levels of the economic growth, The first level involved: capital,labor, technological progress. Geography, opening and system are key elements to the second level. Pointed out that the government play a leading role as they make or carry out the policy.In the second part, it analyzed the inside and outside reason of utilizing the foreign capitals. Recommended the watersheds of the policy in the course of bringing funds. It also give an objective appraisal to the result.The outside reason of bringing in funds van be summed up as four respects: The first reason is by the driving of comparative interests caused by natural difference; The second is the need of upgrading and shifting of industrial structure. The third is the observation which starts from offensive strategy. The fourth is the attraction adjusted by domestic policy and market operation. The inside reason include mainly: First, the objective of exchanging market for the need of the technological strategic; Second, the difficult channel from deposit to investment.
