Medical insurance is a difficult problem to most countries in the world .in china , it has only been developed for about 5 years since 1998. Based on its on condition, every city has formed its local pattern. Of course, some succeeded, some failed. The purpose of writing this essay is to conclude local experience and provide with some practical solution. The writer has studied the historical background of basic medical insurance of our county, and collected a lot of information. The writer has been on practice in SUZHOU social security bureau for two months, and has done a lot of investigation in some hospital. The conclusion of the writer's research is that the government should protect the weak group people and avoid moral risk.
