Comparison Of County Government Officials' Qualities Between Developed And Undeveloped Regions

Due to particular region framework, the developing situations of economy and society between undeveloped and developed areas differ greatly in our country. There are many reasons for the differences, among which, the efficiency of local government directly determines the development of this region. Human is the subject of policy implementation. The qualities of government officials directly influence the results of Policy implementation. In this paper, the author takes Shangli County of Jiangxi province (a comparatively undeveloped area) and Wuxian county of Jiangsu province (a comparatively developed area) as two cases. After an all-round comparison and analysis on the developing situations of economy and society, the paper seeks to find out the differences as well as the cases. On the foundation of the analysis, this paper highlights the relationship between qualities of county government officials and county development and concludes that the key factor of hindering the economic development of undeveloped areas is comparatively lower qualities of local government officials. At last, this paper proposes some viewpoints on how to improve their qualities.
