China's reform on the State-Owned Banks is an incremental and constantly exploring process. With the deepening of reform, it is up to agenda to improve the State-Owned Banks' structure of property rights and establish the modern enterprise institution tallying with the socialist market economic system. The reform should optimize shareholding structure and introduce all sorts of investors to construct the modern banking system. On the other hand, banking environment is overall still restructuring and also is biased, including consummating the PBOC's (China Central Bank) monetary policies, banking rates deregulation, the foundation of saving insurance system. Through the aforesaid banking reform, the State-Owned Banks would obtain an core competence and continue to play a significant role in the future competition in China.
