On Analysis Of Government Behavior In The Human Capital's Educational Investment

This article studies at macro-level in theory, by means of the analytical framework of the human capital property right' s character and investment profit effect, the innovation and changes of institutions of government behavior in the human capital' s educational investment. Based on the deduction, research are carried out into the Chinese and oversea practice. Finally, it discusses the innovative mode and changing direction of institutions of government' s educational investment, and makes policy proposals.The author consider that the main reasons which result in the low level of Chinese educational investment lies in government behavior. On one hand, the cost-profit mechanism of governmental investment is disordered and the use of educational fund is irrational. On the other hand, the government cannot respects the self-determination right of human capital. Therefore, the key to the success of reform strategy is readjusting the structure of commonality educational fund and putting forward institution innovation with the central point of reform on human capital' s property right.
