Since the Second World War, a great deal of new features have appeared in theeconomic development of many countries. Some countries of different endowmenthave been modernized successively .The common specialty in these modernizedcountries is that there is a more ratio of high-level human capitals in these countrythan in developing countries .When the theory of internal economic growth and thetheory of human capital investment are rising, people recognize that human capitalinvestment is much more efficient to promote the development of economy andsociety than material capital investment. China is a developing socialism country .The government must enhance thehuman capital investment and improve the level of citizens' morality in order to keepthe long-term and stable development of economy and society and construct aharmonious and well-to-do society for the whole people.
