Study On The Synthetic Appraisal Of Inland River Navigation

Inland river navigation is an important component of comprehensive transportation system. It has no commutable advantages and actions in transporting bulk cargo. As a transportation mode with less occupied land, pollution and energy sources consuming and strong capability of transportation, the advantages of inland river navigation accords with the requirement of sustainable development. Inland river navigation plays an important role in civilization spreading, economy development and society advancement in history. A series of problems are exposed because of serious scarcity of investment for inland river navigation, which hinders the development level of inland river navigation in our country. So as to the development of inland river navigation takes on the phenomenon of being out of line with other transportation modes, and embarrasses the development of economy to some degree.The fundamental reason that the development of inland river navigation has not been regarded is short of understanding. From the development of other objects, to advancing the knowledge, all-sided appraisal is an effective manner. The research of the appraisal of inland river navigation in our country is less by far. Owing to the above reasons, this thesis studies on the synthesis appraisal of inland river navigation. We follow the logic way of thinking, which researches from the summarization of appraisal, to the appraisal index system, to the appraisal methods and to demonstration research, deploy systemic analysis and research to inland river navigation.The thesis analyses the characteristic and actuality of inland river navigation, the characteristic, principles and primary content of the appraisal. It synthetically considers all kinds of factors and establishes a suit of scientific and external index system of the appraisal of inland river navigation, analyses the indexes in detail by dividing them into qualitative indexes and quantitative indexes. The appraisal of inland river navigation needs some reasonable and viable methods. The thesis puts forward adopting three appraisal methods, which are principal component analysis & fuzzy comprehensive evaluation method and analytic hierarchy process method.Then introduces the basic principle and operation steps of these methods. To advance the reliability and objectivity of the appraisal's results, we suggest using KENDALL consistency exam synthetically make use of the appraisal results of these three methods. In the end, the thesis makes use of three methods to appraise respectively the inland river navigation in Jiangsu province comparing with railway and highway transportation. Then we adopt KENDALL consistency examination to exam if the appraisal results of these three methods are consistent. By the exam, we draw the conclusion that the appraisal results of these three methonds are consistent. Bases on the results, we synthesize the results of three methods and get a finally appraisal result.
