As an important part of the modern government's human resources management system,the civil servant performance appraisal system is the basis of the salary,promotion and reward of civil servants.It is directly related to the improvement of the efficiency of civil servants' work,government administration and public service.It is the basis and guarantee of the scientific and effective management of the civil servants.The efficiency of civil servants determines the efficiency of government's management to the national politics,economic and social affairs,and it affects also the image of government.The civil servant performance appraisal is one of the most important methods to improve the efficiency of civil servants,therefore,it is paid great attention by governments all over the world.The performance appraisal of the civil servant has always been a key and difficult point in the management of the government departments.Only by taking the scientific examination system and the assessment method as the guidance,and combined with the practical work of civil servants,can the reasonable appraisal results be figured out,and thereby to improve the management to civil servants and to improve the performance.The 18 th Party Congress made it clear that it is necessary to deepen the reform of the civil servant system,and build a contingent of high-quality cadres.This requires the party and government organs at all levels to thoroughly implement the party's policy guidelines,and actively explore and establish a system that is suitable for national conditions and the development at present of China.Improve the civil servant performance appraisal which reflects the Scientific Outlook on Development and the correct view of political achievement,to innovate the management system of civil servants,therefore to achieve the goal by motivating.Based on the experience and methods of civil servant performance appraisal in western countries and the fact of China's political and economical development,following the rules of the Civil Servant Law of the People's Republic of China,this paper gives its own suggestions on the subject,the methods and the results application of the civil servant performance appraisal.And also based on the requirements of the national classification of civil servants,using Delphi expert consultation,analytic hierarchy process and fuzzy mathematics comprehensive evaluation methods established three civil servant performance appraisal systems,each for the integrated management category,professional and technical category and the administrative law enforcement category civil servants,and then apply theses systems to specific government departments for empirical testing.
