The competition between the enterprises is fundamentally the competition between the human resources. The human resources are the decisive element of the enterprises to achieve their targets, and are the essential force to push the economic development .The performance of the staff is a department of the human resources system it is also the basis to make the human resources policy and carry on the important decision, It is an important mechanism that the enterprises to realize their strategic targets and to apply their strategic system.The performance appraisal index of our country has different characteristics in different periods, The moral character, capability, knowledge and achievement is the index of ancient, political standpoint for new Chinese and intelligent, achievement, moral, ability is the index of the recent years. Now many large-scale enterprises adopt appraisal models such as 360 degrees, MBO, balanced scorecard etc. Both the setting-up of the index system or the model of performance appraisal has get very great achievement. There are a lot of questions about staff performance appraisal in the most enterprises of our country, Such as appraisal index is single and it lacks the direction of a clear performance notion, lacks feedback mechanism, and lacks an essential follow-up to whole action, adopts blindly foreign performance appraisal model. To the question existed in the enterprises of our country, especially to the matter existed in staff performance appraisal, this article gives a practical solution.The main contents include several following respects. First, It is proposed clearly four key notions of the dynamic performance appraisal system. Secondly, the model of dynamic performance appraisal system is set up. The third, staff performance index is settled by analysis of the enterprise goal. The forth, It is designed the whole performance management system. At last the article recommended the actual application in the enterprise of the dynamic performance appraisal models.The innovation of dynamic performance appraisal model abolishes the traditional notions and proposes four major key notions of modern performance management. Its dynamic performance index overcomes the shortages of the traditional performance index, can links staffperformance target with enterprise target. Besides, the practical dynamic performance system sets foundation on the enterprises of our country; it is suitable for a wide range, practical and effective. The proposition of the dynamic performance appraisal model has important reference value, can offer a guidance to the enterprise staff performance appraisal of our country.
