Research On Operating Mechanism Of Hubei Human Resources Accumulation And Development

Talented human resources are the primary resource of China. It is a major and pressing task for Hubei Province to implement the strategy of revitalizing regional economy through talented human resources development.The thesis is based on the background of theory of relation between human resources and economy development. With the idea of human resources work should target development and improving effectiveness of the work ,the writer tries to create an efficient work mechanism system of the accumulation and development of Hubei human resources .The following parts are included in this mechanism system: human resources capability building, distribution and floating of talents, highland of talented human resources, motivation and restriction of talented human resources, screening and using talented human resources, forming a new assessment mechanism of talented human resources, security mechanism of law and order.Furthermore,the writer makes suggestion about some relevant policies and strategies in the operation of this mechanism system.The strategy of revitalizing regional economy through talented human resources development should be the starting point for Hubei's development. The strategy called for fully tapping human resources potential both at home and abroad and doing a good job in training, attracting and using talented people to provide strong intellectual support for Hubei's modernization drive.
