As the new form of crime, international terrorism attracted people'sattention in the 1980s. In recent years, international terrorism has broughtextremely serious harm to average people, the symbol being the hideousevent named "9·11". Meanwhile, China is confronted with the crime andinvolved in the series of events greatly. In view of the extremely seriousdanger of the crime, and for the purpose of severe attack on the crime aswell as the possible best protection of people, the related authorities havemade revision and certain perfection. However, the legislation is lacking inconcrete measures on attack of the crime. Therefore, considering thesituation nowadays, we need to perfect the related legislation and furtherstandardize it. This is the most basic starting point of the essay. The essay is divided into five parts: concept demarcation of internationalterrorism (prerequisite), the analysis of juristic features of the crime(foundation), legislation and comment on the adopted measures of othercountries, perfection of related measures of cracking down the crime, anddomestic legislation and perfection of international terrorism. ChapterⅠ: Prerequisite of attack-- concept demarcation of internationalterrorism. This chapter illustrates the value of concept demarcation andcomments on the legislation of the notion. On the basis of the discussionabove, the basic composition of the notion is proposed, that is,premise—consistence with the feature of international crime, composition ofcrime, essential feature—terror. Chapter Ⅱ: Foundation of attack-- the analysis of juristic features of the 4crime. This chapter focuses on the three characteristics of the crime: basicfeature on the frame of international crime, extremely serious harm, andstrictly organized structure. Chapter Ⅲ: Legislation and comment on the adopted measures of othercountries. There are mainly four forms of legislation for internationalterrorism crime. Three typical countries are chosen to do research on therelated legislation. It includes Japan, France, and Russia. Through theanalysis, we find that three main categories are included in the whole systemof anti-terrorism: setting up the specialized anti-terrorism organ, expandingthe jurisdiction, and strengthening the force of execution and justice. Chapter Ⅳ: Perfection of related measures of cracking down the crime.Definite perspective and principle is regarded as the precondition of themeasure. This chapter gives prominence to the establishment of the basicpattern of attack—global cooperation, and illustrates that it plays animportant role in the international judicial assistance. Thus, concretemeasures are proposed, that is, setting down the international anti-terrorismtreaty and reinforcing the force of cooperation of execution among nations. Chapter Ⅴ: Domestic legislation and perfection of international terrorism.In retrospect, this chapter comments on the latest revision of criminal law,and discusses the necessity of perfection on the stage of legislation andpractice. Finally, suggestion of perfecting domestic anti-terrorism law isproposed: revising and perfecting criminal law, setting down the whollysystematic article of anti-terrorism, and the globalization of legislation onanti-terrorism.
