From the second half of the 20th century, rampant international terrorist activities which seriously affected and endangered the peace and security of this world and human survival environment has resulted in numerous death of civilians and the expense of heavy losses. This "20th century political pestilence" when society enters the 21st century, the first year again, "September 11" incident as the carriers become the focus of global attention. Faceing the escalation of international terrorism, the United States launched the war on terrorism twice, but the war did not eliminate international terrorist activities. That various terrorist activities occurred on end aggravated international tensions and posed a serious threat world peace and security. The consequences of the development of "War on terror" trigger questions: how should be the fight against terrorism activities? Should be in accordance with international legal framework to comply with the rules of common to struggle with terrorism? All countries have to face the important and urgent task, building of international law against terrorism, once again. This paper starts on the development of international terrorism and tells the contemporary international terrorism, new trends and the causes of international terrorism. Furthermore, the current situation of international law against terrorism is analysed, which point out direction of the development of international law against terrorism. Finally, make proposals on how to strengthen and improve anti-terrorism legislation.This paper is divided into four chapters. The first chapter is an overview on international terrorism, mainly on the development of international terrorism, the characteristics of the contemporary international terrorism and development trends, the causes of international terrorism, and other basic theory. Chapter two and three are the main part of this paper. By commenting the building on current anti-terrorism international law experience and shortcomings, it points out measures that strengthen and improve international law on anti-terrorism. The final chapter tells make advice on strengthening and improving anti-terrorism legislation in China on the basis of China's fight against international terrorism.
