National-owned enterprises have always played a leading role in the development of our national economy.Whether the economic profits of our national-owned enterprises are good or not directly affects the whole strength of our country.The economic profits of the national-owned enterprises depend on not only the macroscopic environment of economy but also the microcosmic ability management and administration.Particulaly the entrepreneurs'ability and activity for management are of great importance to the enterprises' achievement.To some extent,it is one of the efficiency springhead of modern enterprises to make use of entrepreneurship's human capital.So,the motivation of the entrepreneurs has been a hotspot for a long time,and the salary motivation is accepted more and more eyesight,which is the gap between the national and the international enterprises.Based on the analysis of the definition of human capital and property of human capital,this article discusses that the entrepreneurs' human capital should be in proportion to the property right.In this article,I analyze the situation of the incentive system in the present enterprises,considering that the enterprises now don't pay real attention to the entrepreneurs,they just treat the entrepreneurs from the standpoint of the employment and the unemployment.In fact, entrepreneurship' human capital is one of the scarce resource in this society.So,the entrepreneurship' human capital should be in proportion to the property right.
