Research On The Obstacles And Countermeasures Of The Development Of NPOs Within Urban Community In TianJin

Using the basic theory of Non-Profit Organizations(NPO) and based on the theoretical basis of NPO to provide public goods ,this paper studies the background of the development of NPOs within urban community and analyses the function of NPOs within urban community .After carefully analyses the present situation of NPOs within urban community in TianJin ,this paper discusses the obstacles obstructing the development of NPOs within urban community in TianJin .On the basis of these, this paper furtherly probes into the countermeasures for the development of NPOs within urban community in TianJin. The author of this paper considers that the commonweal project of urban community should rely on NPOs within urban community, the development of NPOs within urban community in TianJin has a important bearing on deepening the reform to managerial system ,adjusting the organizational structure ,elevating the level of the service and the socialization of organization within urban community in TianJin,and on establishing the societal model of "Small Government,Large Society"as well.Today,the development of NPOs within urban community in TianJin is faced with many obstacles,which is mainly reflected in the realm of legal status,public participation and volunteerism,funds-raising,social credit,recognition and cooperation .So,in order to boost the development of NPOs within urban community in TianJin,it is needed to adopt effective countermeasures to overcome obstacles above-mentioned,the resultant proposals are listed here:to regularize the position of NPOs ,to improve fiscal and tax policy,to establish supervision and evaluating system ,to foster public voluntary participation ,to normalize the relations between Government and NPOs,and to build good partnership between NPOs and enterprises.
