Based on a intensive investigation of the literatures, the concept of the urban-rural integration was discussed. According to the economical and social development of the Pan'an County, the urban-rural integration was a significant strategy for the county development. Firstly, the urban and rural integration was a general development strategy, which aimed at the co-prosperity of urban and rural areas, focused on the urban area promoting the rural area and the rural assisting the urban area, the two-way cooperation and the mutual and simultaneous development. Secondly, the urban-rural integration was a general strategy focusing on the harmonious, uniform and balanced development in urban and rural areas. The approaches to the coordinate rural development included the unified administration, the intergraded economical planning, the planned population distribution and the cultural service in urban and rural areas. The main promoting factors were industrializing agriculture, industrializing the countryside and impelling the town development.The successful experience of agriculture industrialization in Pan'an County promoting the urban-rural integration construction was summarized in this paper. In history, the Pan'an County belonged to the counties in Zhejiang Province, with the characteristics of rich mountains, poor traffic conditions and weak industry foundation. The unreasonable agricultural planting structure and the low degree of agricultural industrialization resulted in the farmers' low income. There was a clear gap between the urban and rural areas. In the past ten more years, the County government has actively developed the Chinese traditional medicinal plants, edible fungi, tea, alpine vegetables, forests, special animal production and so on. As a result, the farmers' income considerably increased, the small towns construction was promoted, and the differences between the urban and rural areas were reduced. The production area of the Chinese traditional medicinal plants was about 5333.3 ha in the past several years, with a yield of 100 million Yuan, which accounted for over one third of the county total agricultural production value. Edible fungi production emerged and developed rapidly. The county has become the largest trade center for fresh mushrooms in our country. The export quantity accounted for one third in China, which played a notable role in the urban-rural integration construction.The paper analyzed not only the effects of the centralized distribution of agricultural processing factories and raw material plant production onfarmers' income but also the small towns development. There were more than 20 leading agricultural processing factories in Anwen Town, the largest medicinal plants production fields in Xinwo Town, the largest mushroom production fields in Lengshui Town. The farmers' average income was 3515 Yuan, 3872 Yuan and 3811 Yuan in 2002 respectively, exceeded the county average 2722 Yuan remarkably. So the urban-rural difference reduced considerably, the whole county was 2.44:1, Anwen Town was 1.81:1, Xinwo Town was 1.72:1, Lengshui Town was 1.74:1. Several typical villages were analyzed to explain the detail reasons. The results showed that among the farmers' income, the percentage from edible fungi accounted for more than 59% in Lengshui district, medicinal plants accounted for 70-90% in Xinwo district. By the income increasing, the farmers' living quality was remarkably improved and almost reached that of city. In these villages, the agricultural industrialization development also promoted towns' development, impelled the assimilating process of urban and rural areas. The construction of special agricultural production trade markets, the rich farmers' migration to towns and the agricultural processing factories centralization to towns all promoted the small towns development, promoted the basic facility construction both in small towns and villages.
