Since reform and opening-up, the countryside of our country has changed greatly, agricultural production has got tremendous development, peasants' living standard has improved notably. But because the influence in national fundamental policy, development strategy, etc. many kinds of factors, the disparity between town and countryside, between industry and agriculture and between the workers and peasants is being widenned constantly, "agriculture, countryside, peasant " question has become a big problem which restrict our country and society to develop ail-roundly and soundly already, having caused the extensive concerns from all walks of life. This thesis has carried on the discussion to this in terms of government policy. Having analysed the role and position in social management of "agriculture, countryside, peasant" policy at first, the policy is important components of the policy system of our country, and the political program in working in the countryside of the party, the basic means that Party and government manage the rural economy society, the key factor of influencing the rural social development. And the thesis has reviewed the development of the rural policy of the Party and government and impact on agriculture, countryside, peasant since the foundation of the state, has analysed the relation between the two. "Agriculture, countryside, peasant "question is a difficult question, and a hot question too, people studying it are many. Different people have different views, have put forward a lot of settlement measure and method, as to this, this thesis has done a simple survey too. The focal point of this thesis is to probe into thepolicy factor of causing the state which is " peasants are very bitter, the countryside is very poor, current situation on agriculture very dangerous ", and to make some probing in theory, and to put forward some policy suggestions for solving it. The thesis put forward, that the basic reasons of making "agriculture, countryside, peasant " current situation are dual economic structure in urban and rural areas and "one country tow policies" formed under the household register of long-term " grade " management, causing peasants not to enjoy normal " national treatment " , and to be discriminated against everywhere in such aspects as formulation and execution of the state policies. These policies include every aspect in social life, such as electing, household register, education , employment and social security ,etc. This Thesis puts forward that "agriculture, countryside, peasant "question is a very complicated question, solving the problem is a huge system engineering, to need of coordinated reform in various fields policy, it could not make obvious result if reforming only in a certain respect, and puts forward some one's own suggestions of the reform of the policies of various fields on solving of it. The thesis makes one brief and bold comment to some policies about "agriculture, countryside, peasant" issued this year finally, too.
