The Seven-thousand People Congress held in Beijing in 1962 was an important assembly in the history of CPC. The congress brings negative influence to the development of country just as its positive effect it produces simultaneously. The thesis starts the research following its historical restrictions and particularly analyses the factors bringing forth limitations. The thesis mainly embraces three parts.The first part expounds the historical restrictions of the congress from two sides.from the view of negative sides of the congress, the discrepancy of ideas existing in the party were not eliminated, The "leff'tendency of party in various fields was not eradicated completely, after the congress. The policy of party became abnormal again. The economy adjustment policy which was passed through the congress was interfered and its expected results could not be obtained .What's more ,class struggle came to the trend of magnification .The thesis explores the essential factors bringing the negative influence to the congress: the democracy issue could not be solved thoroughly .the guiding ideology of "leff'tendency had existed since 1957,and became more and more aggravate ,except for the above factors ,the form of traditional socialist conception of Marxism also gives rise to negative influence to Mao Zedong exploring the socialist construction in China.According to the analysis and research concerning the negative sides and its factors ,Summing up the experience and lessons following the tracks of policy of CPC.we realize that the importance of political democracy, economic market ,social legal system and cultural diversification in the 21st century.
