Sino-japanese People-to-people Diplomacy Research. 1949-1972

After the foundation of The People’s Republic of China, China and Japan urgented to impove bilateral relations to rebuild their economy. But in the background of The US-Soviet bipolar pattern, United States prevented Japan from developing the relations with China. As The US led Japanese’Foreign Affairs, the Japanese authorities took the" one-sided" foreign policy, implementing the principle of "separating economy and politics", and refused to develop relations with China. In order to change the situation, Sino-Japanese folk carried out a wide-range of actions,such as "economy promoting politics". Because of these people’s great effort, the folk made fruitful achivements in all aspects, especially in economy and culture. Ultimately it contributed to establish the official relations between China and Japan.Sino-Japanese people-to-people diplomacy is the traditional advantage in the development of bilateral relations. especially the stage between1949and1972, It has a typical pattern in the development of this kind of diplomacy. A deep study on this period will promote the development of the Sino-Japanese relations, and it also has a practical significance to the current Sino-Japanese relations.This article sorts out the process of people-to-people diplomacy during1949-1972, and analyses the reasons of no official relationship and the possibility to develop people-to-people deplomacy between China and Japan after the foundation of The People’s Republic of China, it also summarizes the rich achivements of this kind of diplomacy, and analyses the characteristics and functions in the establishment of diplomatic relations between China and Japan. Finally, it concludes the limitations and enlightements of people-to-people’s diplomacy shallowly in the stage of1949-1972.The conclusion is:because Sino-Japan’s official relations show the characteristics of ups and downs,both sides should play the positive functions and avoid the negative ones. To improve the bilateral relations, China and Japan should pay more attention to the functions of people-to-people’s diplomacy. In addition, China should seek the trilateral interest and build good trilateral relations among China-The US-Japan. Establish the multi-level mechanism of people-to-people diplomacy to ensure the stable running of The Sino-Japanese one. Furthmore, China should cultivate a citizen society actively, and take various measures to develop people-to-people diplomacy. We can make use of people-to-people diplomacy to promote the formal relations between China and Japan.
