The America's Adjustment To Its Foreign Policy And The Relations Between China And America After 9.11

The"9-11",which happened in America has showed the Whole world thatthe traditional security concept has changed extremely. The security with of America has been broken by the event and security ideology has also been changed sharply. Starting from its own interests, America has made profound reflection on its security value. The security belief about the homeland of America has started to shake. Who is the greatest and most dangerous enemy and menace to America? The reflection has led to the great adjustment on its foreign policy. To "Counter Terrorism" has become the hub of its foreign policy. To make sure the "Absolute Security" of its homeland has become the preferential aim of its foreign policy. In order to achieve its purpose, "Restraint" and "Preemptive Action" has become the main means. On one hand, America should strike the international terrorism and prevent the proliferation of massive destructive weapons. America has expressed that it would make pre_emptive action and prevent attack on some so-called "Evil Axis", "Rogue Country" and so on. On the other hand, America still inherits the ideology of the "Cold War" and embeds the challenge from the traditional great nations to guard against and restrain the rise of the regional great nations.The America's adjustment to its foreign policy has made significant and far-reaching influence. The appearance of the "Pre-emptive Action" strategy has put the relation of the great nations in a very tense and uneasy situation, and it also destroys the co-operative situation among the great nations which has formed since the "Cold War". Thus it will not beneficial to the world peace and security. Especially when America has changed political stand of its geo-security strategy and transferred its political core to the Asia-Pacific region. In the aim of attacking terrorism, America has achieved its dream of marching into Central Asia and the first time put our China in a situation attacking by America from both sides. Therefore, our country's geo-security and environment of military start to facetremendous challenge. Another ,after "9 .11" ,for "Counter Terrorism" has become the center of the foreign policy. Besides, in order to meet the demand of "Counter Terrorism", America has to get support and cooperation from China. Therefore, "9.11" has also offered a chance to improve the relationship between China and America. The relationship of these two countries has entered into a new period. With the rapid development of Chin's economy and the continual intensity of overall national strength, the cooperation field of the two countries strengthened, especially in the field of economy and trade. The sound development of Sino-American relationship will not only affect the two countries's peace and stability, but also Asia-Pacific region, even to the whole world. Sino-American cooperation is beneficial to two sides while confrontation does harm to each other.China and America have a fundamental divergence on some issues, such as Tawan, human rights, foreign economic trade, the proliferation of weapons and America's garrison in Asia because of the differences in social system, ideology, history and culture. In 2002, the Defense Department of the United States listed China as a main target, which could be taken pre-emptive action, in its Evaluation Report on Nuclear Situation. The conflicts between China and America will be inevitable as long as the United States does not give up its hostile policy towards China. However, for the increasing demand of cooperation in economic and trade fields, "Counter Terrorism" and other major international affairs, the Sino-America constructive cooperative partnership is irreversible.
