Human resources (HR) are the first resources for a country and area to develop economy. The association and application of other economic resources must depend on HR to promote. From development of HR to use of HR, it needs to undergo the link of HR allocation (HRA). Its basic function is to connect the supply and demand of HR, and make every kind of HR put into a place where need most in society, namely realizing so-called" play one's ability to limit". With the economy developing and economic system reforming gradually, the contradiction between the HR of advantageous industries in Fujian province and development of economy becomes more and more outstanding. Based on the intensive analyzing of the problem in HRA of advantageous industries in Fujian province, this paper tries to find the restriction factor, to put forward HRA countermeasures that suit to the advantageous industries in Fujian province, so that we can improve the utilization ratio of HR.This paper is divided into six parts except preface. Part one, beginning with two basic concepts, HR and human capital (HC), explains the concept and level of HRA, and defines that HRA is important to the sustainable economic development. Part two, confirms the advantageous industries in Fujian province by 20—80 principles, and analyses the HRA of advantageous industries in each area. Part three, combining the related document and questionnaire investigation, summarizes the problem of HRA of advantageous industries, and considers the possible causes: (1) The mechanism of HC investing is not well developed; (2) The way of HRA is not suitable; (3) The mechanism of HR flowing is not smooth; (4) The current employing mechanism of enterprise is not proper. Part four, carries on the demand of HR forecasting, then puts forward the suggestion of balancing the supply and demand: (1) Adjusting professional structure of training; (2) Perfecting the marking allocation of HR; (3) Implementing the work of introducing talents actively;(4) Deepening the relative security system and other benefit measures. Part five, based on the age background of HRA, puts forward the trends of HRA. At the same time analyses the structure of HRA of advantageous industries with the Porter's five powers model, then decides the HRA strategy of each advantageous industry by two latitudes—the value and special of knowledge that employees own. Part six, from the principles of enterprise's HRA, puts forward the global concept of enterprise's HRA, which should include three aspects: (1) Holding layer, which the employee's ability should match with the requirement of position. (2) Exerting layer, which the employee's motivation should match with the pay of position. (3) Transforming layer, which the employee's potentiality should match with the environment of position. On this basis, sets up the index to evaluate HRA, and revises the current model of enterprise's HRA, in the hope of being closer to the reality.This paper widely absorbs other scholar's achievements, and exerts author's ability of independent thinking, using the theories of management, economy and operation research, combining questionnaire investigation to research. In a word, through research, this paper hopes to find out the way and method to optimize HRA, improve the utilization ratio of HR, and keep sustainable development of advantageous industries in Fujian province.
