| After entering 21 century, with the great change of social and economic situation, the strategic conception of the General Planning of Land Utilization (GPLU) should be adjusted correspondingly. The sustainable thought of both the development of society and economy and the use of land resources should be embodied in GPLU at the higher strategic hierarchy.The start-point and target of designing GPLU should be raised to the top of social and economic development. It is necessary to combine the demonstration of socio-economic development with disposition of land resources to ensure the sustainable development of the economy and society.Therefore, based on mastering the objective principle of socio-economic development and the inherent systems of land resources, the demonstration of society and economy in GPLU is an important mean that embody the science of GPLU.Taking Jiangjin city, which is one of 12 experimental counties in GPLU in China, as the example, the main way of thought of the thesis is as follows: the necessity of demonstration in GPLU is analyzed firstly, and then according to the focal point of the development of society and economy in Jiangjin city, the analysis is demonstrated in 3 fields respectively: the demonstration of city development, the demonstration of sustainable development of agriculture and the demonstration of ecology environment construction.The thesis includes four parts:In part one, the necessity of the demonstration of socio-economic development in GPLU is analyzed, which is the practical basis of the whole study. In this part, the necessity of the demonstration of socio-economic development is expounded from three sides including the interrelationship of demonstration and land utilization planning, the demonstration is an important factor of science planning and the economic demonstration was inadequate in original land use planning.In part two, the method of demonstration is discussed. The method of grey system theory is chose as chiefly predictive method in this thesis. On the base of the characteristics and applicative conditions of the method of grey system theory discussed, we think that the GPLU, to great extent, is one kind of grey course which information is incompletely. Therefore, the method of grey system theory can be used to predicate the quantity of land use.In part three, the demonstration of socio-economic development in GPLU is elucidated, which is the key of the whole study. The contents of demonstration include three aspects:(1) The demonstration of city development: firstly, the GDP of Jiangjin is predicated by the method of grey system theory, and a model which is used to predict the quantity of construction land in Jiangjin in future is constructed according to correlation between GDP and the construction land. Secondly, the urbanization level and the scope of urban population are predicted, and three schemes about the urban construction land are put forward .On basis of that, the scheme of urban construction land is demonstrated from the angles of urban population and urbanization economy cost.(2) The demonstration of sustainable development of agriculture: from the angle of the safety of gram, that whether the needs of population can be satisfied by the production of the cultivated land area and the farmland protective area is demonstrated after Jiangjin has been developed into a big city.(3) The demonstration of ecological construction: Because returning the cultivated land to forest for ecology improvement is one of focal points in the socio-economic development and the utilization of land in Jiangjin, as well as the needs of eco-environmental protection of the upper section of whole Changjiang River valley and the development of tourist industry in Jiangjin itself, the quantity of returning the cultivated land to forest is demonstrated.In part four, the conclusion and the discussion are made.
