Study On The Construct Of Guiyang-Zunyi Industrial Zone

In the Total Programming of West Development in the Tenth Five-year Plan, granted by the State Council, the developing strategies of West Development were decided as "points linked by lines and areas activated by points", whose sticking points were how to select key developing zones. For Guizhou, one of 12 provinces in the scope of the West Development, it is vital how to select reasonably key developing zones, with the policies of West Development and on the basis of advantages over geographic distribution, natural resources and industries of Guizhou. Based on this fundamental, this paper proposes that the key developing zone in Guizhou be Guiyang-Zunyi industrial zone and attempts to do some primary researches on it.This paper is divided into 5 parts as follows: Firstly, it introduces its background, thoughts and significance. Secondly, it summarizes the concept and characteristics of Industrial Zone and the main industrial zones at home and abroad. Thirdly, based on the analyses of natural conditions and economic distribution in Guizhou at present, it selects the theory and model of "Point-Axes System", which is fit for the development of Guizhou, and introduces it systemically. Fourthly, by means of these analysis techniques, GIS and models of attainability and gravity, it ascertains the scope of Guiyang-Zunyi industrial zone; By means of the main composition analysis and by contrast of such factors in the economic powerhouses of Guizhou as geographic distribution, potential of economic development, contact degree among the main cities and investment environment, it ascertains Guiyang-Zunyi along the railroad of Sichuan &Guizhou provinces to be the key axes of devaiopnient in Guizhou; Through the analyses of advantageous and disadvantageous factors of the development inside the industrial zone, it sets up the total target of industrial development in this zone and the predominant industries, namely industries of tobacco and metallurgy. At last, this paper draws some creative conclusions, for example, that for the first time Guiyang-Zunyi industrial zone as the key axes of development should be the key of industrial distribution in Guizhou in future; that the theory and model of "Point-Axes System" should be fit not only for the development of Guizhou but also for that of under-developing areas; that for the first time the scope of Guiyang-Zunyi industrial zone is ascertained reasonably, which avoids the manual influence and the arbitrary judge; that for the first time chosen conditions of Guiyang-Zunyi industrial zone are put forward, which has the significance and referenced value in theory in ascertaining the key industrial zone for other provinces; that the total target of industrial development in Guiyang-Zunyi industrial zone is put forward and with two indexes, entropy of location & concentration parameter, the predominant industries, namely industries of tobacco and metallurgy, are ascertained, which not only fits practice but also is a guide to industrial development in Guizhou.
