Suitability Evaluation And Model And Policies Of Rural Residential Land Readjustment

The Rural Residential base is called village cluster where people live and accumulate wealth. It is a basis form of social spatial structure and a type of countryside land use. In this paper , Rural Residential Land is a complex system, with the narrow sense which included peasant main land used for houses, enclose land used for house and shine , by the residence greenery space, enclosure, road, etc. Under the influence of the dual management system in rural and urban areas, rural built-up is free state not flowing for a long time with the ground. In addition land of rural administration weak management, make village land used for structure extremely unreasonable, extremely low efficiencies. Specially, with the development of society and economics in rural area, expanding unrestrictedly constantly with the ground range in the residential area in the countryside, the land wasting phenomenon is serious. On the other hand, the contradiction with agricultural and building became more and more serious, the consequence of which is the insufficient of build-up land and for solving this problem, people put forward land consolidation which is an effective measure saving and providing land. Therefore, as a branch of land consolidation, the study on Rural Residential Land Readjustment is an urgent task in the preservation. It has great theoretical and practical significance either to the practice of village land readjustment ,or to the increasing of rural public land protection consciousness, or to rigorously manage rural residential land, or to decrease the gap of urban village etc. Just based on such a background, this paper makes systematic research on Rural Residential Land Readjustment. The main contents are as following:1. Linking national law on rural collective land, we analyzed the content and function of rural residential land. What's more, on the basis of discussing the presentation of village land, we set forth the existence problem and the reasons of it form system, law, habitude and traditional concept.2. We studied the signification, character, academic bases and the system of techniques. Academic bases included the theory of property right, sustainable development theory, land economics theory, regional integration theory, public participation theory and location. The system of techniques had information collecting, making decision, land planning of village and small town, breaking and reconstructing.3. On the basis, we discussed on the investigation of village land presentation, including the signification, contents, procedure and principals and so on.4. The potential of Rural Residential Land Readjustment was calculated by four ways which were per capita village land criterion, per door village land criterion, internal land use planning and town planning, the data of investigation.5. Using the synthetic assessment model and Hierarchical Cluster model, we evaluated the suitableness of Rural Residential Land Readjustment by using 12 indexes based on potential, sociable, economical, and ecological and environment. At last, we talked about the results of assessment anddecided the suitable level.6. Based on the type of village, the patterns and procedure of Rural Residential Land Readjustment were put out. the patterns have two types, including village in the city and out of the city Residential Land consolidation. Then from executor and operational way of Village Land Readjustment we analyzed two model of adjustment.7. At last the policies of Rural Residential Land Readjustment were given both macroscopical and microcosmic, For example, lightening farmer's over-burden, perfecting countryside money market and the system of social security and village land market, reforming the system of registered permanent residence, setting up the decision-making mechanism of the Rural Residential Land Readjustment, various financing measures and inspiriting people's passion measures, making laws of Village Land Readjustment.
