With a large population, China is scarce in arable land, which is poor in quality as well. Meanwhile, with the development of national economy, arable land has been taken up by a large amount of constructions, thus, with the astonishing simultaneous wasting and destroying, makes the contradiction between population and arable land rather sharp so as to endangering the sustainable development of agriculture and social economy increasingly. Therefore, in terms of land management, a strategic objective of an overall dynamic balance of arable land has been put forward in China. To attain this target, we must control arable land consuming constructions strictly, deepen the cultivating, reclaiming and land readjusting, and make the amount of arable land keep increasing, at least no reducing, by achieving a counteract of lands newly-increased and deduced. To fulfill the above dynamic balance, accelerate the harmonious development of the resources, environment, population and economy, it's the high time and best choice to conduct land readjustment. The law of land regulation, enacted in 1999, declares definitely that the government encourages land readjustment, thus emphasizes the importance of land readjustment legally.In China, with few regulations and investigations both theoretically and practically, land readjustment is just started. Baoding, a prefecture lies in the middle of Hebei province, has the whole area of 2,219,009 hectares with a population of 10,624,300. Since the foundation of the PRC, Baoding has experienced a continuous decrease of arable land, leading to sharp conflicts between the population and land; furthermore, in this region, agricultural land are diverse in quality and lack in appropriate scale of operation; as to the supply and demand of land, just as most of the other regions in China, there's a sharp difference, too; in addition, the obsolete agricultural infrastructures are endangering the agricultural production. To sum up, all the foregoing factors have made land readjustment a particularly urgent task. Starting from the analysis of relevant concepts, this paper summarizes the theoretical foundations and tasks of land adjustment, and demonstrates its characteristics from the views of ecology, economics and management, followed by a case study of Baoding. Based on the motivations of land adjustment, applying relevant techniques, the paper divide Baoding prefecture into 22 units, estimates a net increase of 17,818.38 hectares of potential arable land through land readjustment, thus gets a clearunderstanding of land in this region, and makes further land readjustments more reliable. To facilitate the management of land readjust objects, which is adopted nationally, this paper makes concrete analysis on the requirement of land readjustment, such as the increasing arable land and grain supply, enough water and perfect infrastructures. Furthermore, Beiguodan, a town of Baoding, is taken as an example to make analysis in detail, including project choosing, condition analyzing, planning and designing, fund budgeting, right allotting, fund estimating, benefit appraising, etc. At last, on the basis of synthetic analysis, countermeasures are put forward facing up to the problems existing in the land readjustment of Baoding.The innovations of this paper include: applying concerning technologies, puts forward the standards and potentialities of land readjustment within Baoding, and makes some case studies as well. So, this paper is advisable to the standardized operation and management of land readjustment. Meanwhile, it also could be a perfect sample of the field.
