Study On Planning And Implementing Of Shenyang E-Governance System

It is an informatization era in 21st century. As the fast development of computer technology and network technology, especially the broad using of Internet in all around world, E-Governance has been regarded as top one of 5 applications of " information high-way" (E-Governance, E-business, Remote Education, Remote Surgery and E-amusement) by Economic and Social Affair Department of UN. It is a world development trends to set up E-Government and speed up E-Governance construction; it is also an inexorable trend to apply information technology into government administration; it is an effective and necessary way to improve competitiveness of the government.This thesis takes Shenyang E-Governance construction as background. Firstly, in accordance with the feature of E-Governance, which combines with "electron" and "government affairs", it takes out the author's idea from macro view about the way of reengineering Shenyang traditional government affairs system under the directing of national reform framework, renewing the government function, organization structure, scope of business and business flow, so as to create the basic condition of E-Governance. After that, on the basis of analysis, summary and using the experience of domestic and foreign E-Governance practices, it combines Shenyang E-Governance practices, plans general and core system of Shenyang E-Governance; and gives out the necessary technology and external comprehensive environment of the system, as well as the methods of maintaining and safety management. At last, it puts forward the organization guarantee and related measurements of the system processing of Shenyang E-Governance.The plan put forward by this thesis has some practical guiding significance for setting up practical and sustainable E-Governance of Shenyang. It will solve some existing problems during construction of Shenyang E-Governance, guarantee the system that is integrated, interconnected, resource sharing and safety management, to satisfy the daily office automation, administration, external services integrating, network requirement and advanced scientific decision.Implementing the plan of Shenyang E-Governance system will promote reforming and recreating the old system, accelerate Shenyang government affairs system to informatization, science and democratization, to fulfill high effectiveness, economy and good interacting with outside. It will bring government's department into macro-management, comprehensive adjustment and effective services, and finally improve the government competitiveness inpolitic stage of the world. In addition, putting forward the plan will play the example and leading role, accelerate local economic informatization processing, draw the IT industry to fast development, fulfill the purpose of that informatization accelerates industrialization and modernization, and give some good references and experiences to other provincial and municipal governments.
