| After college enrollment expansion, the number of college graduates has increased year by year. The nationwide number of college graduates reach to727million in2014. There are more and more pressure on college graduates employment. Competition for jobs in big cities is fierce. On the contrary, countryside is short of talents. In order to solve the problems of employment of college graduates and shortage of talents in countryside, the Communist Party of China and the government launched college student village official plan to guide students to serve in rural areas. In this background, college student village official plan have gradually extended throughout the country. In1995, the Feng county of Jiangsu Province carried out the "Little Eagle Project". It’s the first time to recruit college students to serve in rural areas. In2008, the Organization Department of CPC Central Committee and other departments decided to use five years hiring100,000college student village officials to serve the villages. College student village official plan had been widely promoted in the country. The plan eases employment pressure and trains a group of young students. It brings talents to rural areas. Datian county received six batches of98college student village officials from2008to2013. College student village officials work at different towns. Local grassroots organizations are injected fresh blood. The college student village official plan of Datian county also exposes a series of problems in practice. For example, the major isn’t fit for work. The remuneration isn’t fair. There is uncertainty after expiration of the contract. The author discusses status of college student village official plan in Datian county based on motivation-hygiene theory, political system theory and hierarchy of needs theory. The author discusses remuneration of college student village officials, status of work and effect of implement college student village official plan. The author analyzes causes of problems from factor of college student village officials, factor of social environment, factor of education and factor of relevant policy. Finally, the author proposes countermeasures to promote implement college student village official plan in Datian county. We should pay attention to the problems of major, strengthen ideological and political education, encourage college student village officials to stay in village after expiration of the contract, promote college student village officials’participation in important affairs of village and help college student village officials to start an undertaking through policy support, financial assistance and entrepreneurial training.In short, college student village official plan eases employment pressure, improves the structure of rural grassroots cadres and enhances the leadership skills of rural grassroots organizations. Improving college student village official plan in Datian county should start from segment of education, segment of recruitment, segment of arrangement of work and segment of future after expiration of the contract.
