The performance management system based on enterprise strategy is different from the traditional performance management method, which is principally management assessment that lays particular stress on afterward check-ups. The new set of performance system is a scientific one that can break down the enterprise's strategic perspective into workable targets of basic working units; at the same time, it can execute effective control during the operational process. Moreover, the performance assessment puts more focus on the check-up of the rated personnel's tangible performance and working process in their labor of duty, thereby to make them improve their working process in their labor of duty, thereby to make them improve their working attitude, upgrade their abilities and qualities.Serving as the franchiser of three famous automobile producers, Yong Tong Inc. has a nice brand culture and managerial resources, which can be taken as our references. When newly established, the company laid its stress on the outreaching of the market and the promotion of the company's brand, with the aim of taking root, developing and growing in Changchun, the city with great numbers of automobile sellers. Now several years passed, the business of Yong Tong Inc. has already grown up to a certain size. For further promotion of the enterprise's competitive power, it must depend on the exquisiteness and depth of the interior management, so as to make full use of the effectiveness of the limited resources of man power, materials and financial capability. For this purpose, the company has made great effort to try and explore, looking for a performance management system that is most suitable for the company, that can solve the several problems that are hindering the company's further development.With the spreading of modern enterprise system in China, the performance management idea based on enterprise strategy has already been introduced by many of Chinese enterprises. Their practices have various characteristics, and each has its own merits, but summed up, the core content all consists of the following four aspects: i.e., objective system, management system, institutional system, and responsibility system.Among the four aspects, the carrying out of objective system has made use of the most advanced management techniques in modern time, including halance credit cards and fishbone chart analysis. Form Key Performance Area(KPA) to Key Performance Indexes(KPI), it pays close attention to the most vital factors among all the important factors. Meanwhile, it manifests the internal drive cycle of relevant factors, analyzing from the outside to the inside, going further level by level, and becoming more exquisite and quantified level by level, finally breaking up the company's strategic objectives into a series of workable, controllable management activities and working activities.The management system consists of four links, i.e., objective planning, performance guidance, assessment feedback, and the using of results. Objective planning manifests the guiding function of the company's strategy to the performance targets of each department and each working post. Performance guidance guarantees the planned objective won't deviate too much during the course of execution ; or, if there are certain problems, they can be found solved promptly; giving the executor of the objective timely support and help, so as to guarantee the completion of the working objective according to schedule.
