| Our country is a big country of agriculture. Agriculture is not only the foundation of whole national economy, but also an important event to relate to livelihood of more than ten billion population. But, in the last few years, some developed countries make use of technical barriers to trade to influence our country agriculture trade of import and export, and this kind of influence is more and more serious. It includes: scope of agricultural product that are suffered is so wide, from the water production, meat…etc coming from animal agricultural product to tea, peanut, vegetable...etc plant product, almost all the products of labor comparative advantage, face restrictions of the technical barriers to trade, and it is the direct challenge to the strategy of the adjustment on agriculture construction; diffusible effect is very notable, once a developed country or several developed country put technical barriers to trade to our country, it would usually cause some other nations to also practice the technical barriers to trade to our country; have discrimination, the measures that some nations adopt usually high out the international standard, some measures are the lowest standard that the equipments can tell from , and some measures exclusively aim at the china domestic product; the index of the technical barriers to trade is more and more strict, and so on. Now the technical barriers to trade have already become the main way of developed country agriculture's protection.Because of the technique trade barrier breaking out suddenly, involving wide and deep influence, it threatens our country's international trade environment of agriculture. We can see it as a kind of crisis. This text introduced the technical barriers to trade's concept, definition and function mechanism, present condition of our country agriculture and the influence of trade barrier to agriculture. Immediately after these, through the economics analysis, it brings up two key problems about our country's agriculture breaking through the technical barriers to trade and brings up the counter plan, that is: though standardization, establishing TBT system suiting to our country agriculture developing; developing the agriculture real strength, and increasing the international competitive ability through all kinds of ways.This text is based on the following main theories: microeconomics, game theory, system economics, and related knowledge of international trade.The full text totally is divided into five parts:Chapter 1 is an introductive part. Primarily introduce the background of this paper, the main economics theories that is used and the construction outline.Chapter 2 is the concept of TBT and the function mechanism. First of all, clarify the concept of technical barriers to trade, and then analyze the technique the trade barrier's function mechanism from the quantities and the price.Chapter 3 is economics analysis for technical barriers to trade. This chapter analyzes the technical barriers to trade from two aspects. First, using game theory, analyzes technical barriers to trade, and makes the conclusion that the technical barriers to trade can make the import nation's the social welfare increase, and it make the technical barriers to trade theoretically contain the necessity. The second, from three aspects, further analyze the technical barriers to trade using the system economics.Chapter 4 researches present condition of our country's agriculture import and export trade suffering from technical barriers to trade.
