One country's general product quality is one of the most important standards to measure its levels of economic development and degree of civilization. Nowadays, our market is flooded with so many types of shoddy products that the rights and interests of consumers are constantly infringed, so it is urgent to reinforce the relevant governmental restrictions. This essay does the primary research on our governmental restrictions on product quality in three parts.Part One Theoretical analysis on governmental restrictions on product qualityThe product quality is "a comprehensive integration of characteristics reflecting products' capacities to satisfy explicit and implicit needs" and the combination of their security, validity, endurance, reliability and other valuable characteristics. Different products have different measurements on their quality and importance. For medicine, security and validity matter most. As for equipments and instruments, reliability and accuracy matter most. According to different types of products, product quality is classified into service quality, software quality, hardware quality and excurrent materials quality. From the point of view of satisfying consumers' needs, product quality can be assessed from its design quality, manufacturing quality, test quality and usage quality. These fourqualities are supposed to be completely integrated and consistent, but they are often contradictory due to technique problems or poor managements. Often, under the condition of appropriate design quality, the usage quality is finally affected by poor manufacturing quality unsuitable to design quality and poor test quality hardly truly reflecting manufacturing quality. Therefore, in order to guarantee the usage quality of products, much effort is needed on design quality, manufacturing quality and test quality to meet the standards of those four quality characteristics.As one of the governmental restrictions, product quality restriction means that the concerned governmental departments test and supervise product quality in manufacture and transportation sectors according to the national quality laws and regulations, effectively control the product quality and thus protect the benefits of consumers, manufacturers and the country. The governmental restrictions on product quality have micro-interferences and macro-controls of both economical and social nature. The basic reason for the need of governmental restriction on product quality is that there is a marketing failure on the product quality. To solve the problem of anisomerous products, protect the right of consumers and manufacturers, further carry out the advanced technological standards and current quality laws and regulations, improve enterprise image quality management, promote foreign trade, exploit international markets and protect national economical interest, the governmentalrestrictions on product quality should be enhanced.Part Two Review of the current governmental restrictions on product quality in ChinaNowadays, the whole level of our national product quality is still quite low. The quality problem imposes a big barrier on the consistent, fast and healthy development of the national economy. The main effects are as followed: too many low class products with low value add and too few high-tech products; serious damage on unqualified products in the manufacturing, process. and too much waste; the unchanged situation of failed prohibition of shoddies, the persisting high level of consumer appeals on product quality, the low passing rate of sample quality examination and serious quality problem in private enterprises.Our national product quality supervision currently implement classified management system and local product supervision departments implement vertical management system.
