On The Influence Of Governmental Interests Over Realization Of Governmental Values

Interests range over every aspect of the life. The government, as the representative of the state authority power, is undoubtedly the collecting place of those complicated interests. The governmental interests include governing class interests, public interests and governmental own interests, which are possessions of social scarce resources on the basis of self-satisfaction and of production capability and production level of certain stages. The governmental interests are also multivariate, including not only that of governing class and the social publics, but also interests of themselves; not only the social and the overall interests, but also some special interests such as non-social, non-nationwide, and exclusive interests. Governmental interests can be divided into several forms. According to their content, they consist of politics interests and economy interests; According to whether agree with public interests, they consist of rational and irrational government interests; According to the levels of the interest subjects, they consist of central and local governmental interests; According to the range of the interest subjects, they can be divided into the individual interests of the government members and interests of government branches. Governmental interests have such characteristics as objectivity, anaclisis, dependency and dualism. For the common people, the governmental value is reflected as the government providing public goods and service to the society, guaranteeing people's freedom, safety and equality, maintaining the interest of ethnic groups and social order, expanding social productive forces and promoting people's living levels. The governmental interests have a great influence to the realization of governmental value, prominently displaying as its dualism. Rational governmental interests can promote the realization of governmental value by satisfying the legal interests, while the irrational governmental interests, affected by irrational interest excitation mechanism, traditional economy system, imperfect division of governmental functions, unsound supervision organizations and fiscal institution, would influence the formulation and implementation of the policy, result in improper use of the administrative power, lead to unbalanced of governmental organization, and further prevent the realization of governmental value. Thus, in order to realize the integrative governmental interests and governmental value, they should be dealt with the perspective of legally ensuring the rational government interests, perfecting public fiscal institution, promoting morality construction, strengthening supervision of legal system and institution, intensifying social speaking rights and speeding administrative management system reform.
