Government credit has more basic and far-reaching meaning thanpersonal credit and enterprise credit. In our country, to build governmentcredit is the necessary choice during the reform and opening up and socialistmarket economic development, the basic demand on joining WTO, theelemental require on managing state affairs according to laws, the inherentneed to build up the whole social credit system, the key element to mould thegovernment image. Secondly, it introduces the history and current situation of ourgovernment credit system, and analyze the reason for credit lacks ofgovernment. In Chinese ancient, "credit" was the important supplement of religiousculture and it played an important role in associating non-kin socialcompanies. Later it became the ethical standard under the recommendingrepeatedly of Confucianism. During the last 30 years or so fromestablishment of New China to the Third Plenary Session of the EleventhParty Central Committee, with the administrative power being highly 42centralized and unblocked channel for politics to participate in, civil rightshad been neglected and government credit system had been destroyed. From then on, the basic task of the country, centralized in economicconstruction, has made the great achievement all over the world. However,the phenomenon of influent government credit, such as government randomadministrations, the influence of industry monopolization on market equation,the existence of local protectionism and department protectionism hasappeared in the course of economic reform and government reform. There are many reasons for lack of our government credit at present. Atthe single of system, during the course of changing from traditional plannedeconomy to market economy, various kinds of relative laws and regulationshaven't been set up and political system revolution hasn't succeeded becausesocialistic market economy is still in the immature and undeveloped stage.Therefore there are many people to practice fraud and harm others to benefitthemselves. It will take certain time to build up the new and sincere order onthe demand of market economy. Lack of strict regulations makeadministrative behavior beyond one's commission, misplacing, illegal ingovernment administration. At present we haven't set up social credit systemfit for market economy in our country. At the single of culture, duringthousands of years under the control of feudalism, officer standard had beeninveteracy.
