On Historical Experience About Restoring And Developing National Economy Rapidly In The Early Stage Of PRC

In the early stage of the PRC,the CPC and people government lead the People of the whole country to restore and develop national economy rapidly with great difficulty. The Party declared with actual activity to people all over the world that the Party can not only acquire the victory of the revolution but also be good at managing and constructing the country.Since the Third Plenum of the 11th Central Committee of the CPC,domestic academic circles have researched the history about the restoration and development of national economy and gained a large quantity of theories results. These results help us recognize economic situation purely in the early stage of the PRC and develop economy today. But because of various reasons, the summaries about historical experience are insufficient. On the basis of these results, the author will try to study about the historical experience further. This article has four parts as follows. â…  To circle the center of restoring and developing production constantly In the early stage of the PRC,national economy was restored and developed rapidly. The most important historical experience was to circle the center of restoring and developing production constantly. At the night before the PRC' establishment, the CPC had put forward to transfer the work center. After the PRC was founded, each policy was established to circle the center of developing production. Society reformations and political movements were as so. Each political movement cannot influence economy work. To judge work with productivity standard is dependable. We made mistakes afterwards because we deviated from productivity standard.â…¡ To establish and develop state-run economy and embody its leading function Initial mission to restore economy for the government is that developing socialism state-run economy and making it stronger. The government should employ the state-run economy to promote production, and to adjust and reshuffle national economy meanwhile. All these methods would promote the economy development moderately and steadily. During the process of economy construction, we should combine economic means and administration means together, more chiefly with economic means. In this way economy can be promoted basically.â…¢ To handle race capital economy with accuracyThe CPC and the government still faced a problem that how to handle race capital economy with accuracy. At first we must recognize the characteristics of race capitalism and its position and functions in the whole national economy. So we can establish right policies about race capital economy. During the actual work, the CPC and the government adjusted industry and business on time, and promote the positive of race capital economy to develop production. The facts tell us the capital economy has positive functions. Because of right cognitions and policies, we not only attacked and controlled capitalists' illegal activities, but also promote law-abiding capitalists to develop production.â…£ To value constructions of the Party and practice democratic decisionsThe CPC leads everything. The Party's condition is relate to the success and failure of the struggles and work. New China's foundation is a twist for the CPC. The Party faced the test that is to transfer from revolutionary struggle to peaceful construction. In order to guarantee restoring and developing economy, the Party pushed forward to establish political power and enhance the party's construction. At the same time, the Party practices democratic decisions during the process of establishing and carrying out each policy.In the early stage of the PRC, Chairman Mao and the Central Committee of the CPC were careful about important decisions, and respected different opinions. China's political life was under democracy atmosphere. Across democratic decisions, everybody's opinions can be gathered to prevent fault. It is benefit to unify the whole party's thought by exchanging, comparing and discussing different opinions. In this way correct decisions can be practiced.
