China Railway Erju Group(CREG) is a diversified huge state-owned enterprise, which has nearly 30000 employees and more than 50 years professional experiences in civil engineering. Under the situation of the more severe competition, the talented personnel is the core of the marketing competition. So inducing and remaining the talented personnel is the primary aim of the human resource management in CREG. That is to say, to design the employer pension which conforms to the state policies and is in line with the facts of CREG is not only to avoid the decrease of the retirement benefits in CREG, but also to increase the solidarity of the employees and to induce the talented personnel. Because of them, the article discusses how to manage and carry out the employer pension of CREG.Firstly the article outlines the private pension plan of 401 (k) in U.S.A., the employer pension of the post and telecommunications and the nonferrous metal. Next the article gives a brief account of the definition of the employer pension, the relationship between the state basic endowment insurance and the commercial life insurance and the employer pension, the position of the employer pension in the endowment insurance systems, the role of the employer pension, the history of the development of CREG. After that the article analyses the present of the employer pension throughout the world, to point out the shortcomings of the development of the employer pension in China. Then the article reviews the history of the employer pension from the beginning to the termination in CREG, to find out the reasons to result in the termination of the employer pension. After learning from the structure designs and the fund management, the article designs the Employer Pension of CREG again. Finally based on the work experience the article provides several suggestions to developthe employer pension.The article emphasizes to combine the theory and the practice, and to learn from the experience of the development of the employer pension throughout the world, in order to provide some advices for the development of the employer pension in the future.
