Study On Policies And Strategies Of The Natural Forest Protection Program

The Natural Forest Protection Program was initiated in 2000 in China. During this period, although the resources of the natural forest has been protected effectively and the transfer and diffluence of working staffs and forest enterprises, it still faces many social, economic, managing and policy problems, because the Natural Forest Protection Program has been implemented in-phase with the plan design and plan authorization. The problems such as needed to be resolved, which determine the policies of the Natural Forest Protection Program need to be improved fund, enployment and forest management furtherly. Therefore, a classified analysis on the characteristic problems of the Natural Forest Protection Program in China was conducted based on a integrated review on the variation tendency of the domestic and international natural forest protection and management policy.PingWu County, Sichuan province, located in the upper reaches of the Yangtze River which is one of the key regions of Natural Forest Protection Program .By analyzing the social and economic characteristic, environmental resource problems, the thesis discussed the goal of the Pingwu county's Natural Forest Protection Program, and also the natural forest protection policies was discussed based on the detailed analysis on the feasibility, cost and expense, sustainability of the program. Combining with the problems exiting in the Natural Forest Protection Program, the mission and strategies for Natural Forest Protection Program in Pingwu were discussed and some specific suggestions was given for improving the implementation of this program.The research results show that the common international development tendency of natural forest protection/conservation is that forest related policies should harmonize the relationship of different stakeholders and benefits between country and locals, and intersections and international regions. The author suggests that forest related policy should keep balance between contribution to regional development and establishment of forest ecosystem conservation mechanism, and the feasible objectives of the program should be formulated based on meeting the basic requirements of local social and economic development firstly. Secondly, the policy on the natural forest protection and management should be improved by circumfusing fund input, transfer of forest business and diffluence of employee and sustainable natural forest management to establish stable policy system and scientific support for successful implementation of Natural Forest Protection Program in China.
