| China is a vast sea field and expansive sea behalf country, seashore coastline is 18,000 kilometers, and general area is 4,700,000 square kilometers. It's a richly blue country land. Ocean is the important consisted part of our economic and social development, which will be the future important field in our country. But the ocean pollution problem still exists to be suspended for many years, and it has a rising tendency.In the light of ocean pollution situation bringing the great loss for the county and its people, ocean environmental quality is increasingly focused on by home and abroad, especially on the 22nd Anniversary for signing the Ocean Treaty of the U.N in 2004, and on the twelfth Anniversary for the 21st Century Agenda by the U.N. Environment and Development Convention. It's very necessary to research the ocean pollution problem again. 21st century is being called as Ocean " Times. How to protect and utilize the ocean environment is the big problem facing both to China and to the world.There are six parts in the thesis. The author studies the relevant problem on the current Ocean Environment Protection Law. That is dry land waste, ocean clumping, vessel oil waste damage, protection for creature diversity and management on the ocean field use. Through researching their current situation and shortcoming, and evaluating them, the author suggests that the ocean environment and protection are still the big challenge and opportunity facing to our country when we're greeting the 21st Ocean Times. Correctly establish the ocean legislation, perfect the judicial guarantee system, increase the judicial power, enlarge the judicial remedy scope, and set up the new period ocean value viewpoint. They are the hard tasks on our shoulders. The target is to continue the sustainable development of environment quality to a new level, realize the fair both inside and outside the generation as far as possible, in order to dedicate to the cause of our ocean environment protection!...
