How to govern the country is the most controversial topic after the collapse of Qin Dynasty. Jia Yi, the great thinker and philosopher of Han Dynasty, advocates benevolent policy as the basis of governing way.Firstly, Jia Yi expresses the idea of benevolent policy through inheriting the ideas of ancient philosophers, drawing lessons from the collapse of Qin Dynasty and pondering on practical conflicts.Secondly, Jia Yi's idea of benevolent policy based on two philosophical theories, one is his theory of human nature and the other is to take the people as the basis.Thirdly, Jia Yi expresses his viewpoint of benevolent policy as the foundation of country governing way systematically and concretely. For example: He advocates linking benevolent policy with Confucius idea on etiquette tightly. The Archon should share both the pleasure and the difficulty of the people while benefiting the people and moralizing the people; and should avoid the abuse of penalty, etc.Jia Yi's idea is a transitional stage of the growing up of Confucianism.
