It is undoubtedly that, with twenty years of development, the housing industry in china has made a big progress in quantity. However, the situation is not optimistic while considering its quality improvement during the same period. The rapid rise and fall of the industry by big margins, as well as the disorder housing investment several years ago show that the industry in the country is lacking of a virtuous self-improvement mechanism. Moreover, benefited from a series of policies which including long term of low interest rate these years, a strong housing demand is being excited. However, some house developers ignore the quality of the products, and have no sense of the consumer and creativity. They provide poor quality houses and speculate on houses, what's more, they even cheat the consumer. This is not only harming the realization of consumer's expected effectiveness, but also endangering the development of the housing industry. Once the money market turns tight and the interest rate rise, the housing market may be beset with crises. Based on the principles of economy and after a thorough study on the development of the industry, this thesis tries to put forward proposals aiming to eliminate the potential risks, and help to promote the healthy and sustainable development of the industry.The process of the housing industry's development in China is also the process of taking shape and growing up of the housing market. Therefore, to establish an orderly housing market and straighten out the investment mechanism is the key to form a virtuous self-improvement mechanism of the industry. Aiming toward a sustainable development of the industry, this thesis focuses on the improvement of the housing market, and mainly analyses the problems and its reasons from the angle of the present market. After studying the practice of housing industry in foreign countries, the thesis raises thinkings and proposals on the subject of improvement of the market and the industry.The thesis is organized as follows: Chapter I starts with the general review of the development course of the housing industry in the country. It is expounded that thereforming of housing system, and especially the housing allotment system, have pushed the industry forward at an unprecedented rate at the present stage. In Chapter II, it is pointed out that good chances, including persistent growth of national economy, fast process of urbanization, change of residents' consumption structure, the reform of housing system as well as the market development are really existed as a very bright future in front of China's housing industry. In Chapter III, after a stage summation of the industry's development since the reform of the housing system, the thesis mainly analyses the problems and its reasons from the angle of the present market. In Chapter IV, on the basis of research on the relationship between the changes of Engel's Coefficient and the residents' housing expenditure, the thesis tries to find the general law of development of the industry. In the meantime, a comparison of practices and policies in America, the former West Germany and Japan comes to the general changing math of the industry policy. Based on development stage of the industry in China, experiences of other countries for reference are raised. In Chapter V, thinkings and proposals aiming at improving the housing market and increasing the housing effective supply are raised as follows: institution of property rights and laws governing the housing industry should be handled; construction of a perfect market system, which including land market, housing development market, housing circulation market, housing finance market as well as special service market should be promoted; on the principle of letting the housing market play a leading role in housing industry, a perfect housing economic controlling and adjusting system should be established and a different leveled housing policies should be perfected; the affect of city planning to the development of the industry and to the infrastructure sho...
