Encourages public participation in administrative decision-making process to become the inevitable trend, public participation has become a real social need. Governments and the public to communicate and Exchange, bilateral relations improved, can also maximize their own interests. Public Advisory Committee as a form of citizen participation in Government decision-making in Guangzhou, a major livelihood has played an active role in the decision, could be summed up experiences and explore how to improve and promote.Citizen participation in public affairs is the basis of good governance; equal consultation is the guarantee to improve public policy legitimacy and acceptability. Achieving the participation of citizens, to make the public Advisory Committee system work requires good government service and makes good use of techniques of effective participation of citizens.This article analyses the background of the Public Advisory Committee system, process, and content. Analyzing the characteristics of Tongde Wai Public Advisory Committee and the Guangzhou Public Advisory Oversight Committee of major urban Construction Projects, it can be concluded some external impetus like mainly to get the Government’s attention, media attention, social elite’s promoting, but there is lack of interest, lack of consultation. Through an assessment, the intended target of Public Advisory Committee system like the protection of citizens’ interests, reduce information asymmetry, promotion of scientific decision-making, increase the legitimacy and acceptability, has been basically realized. It also reflects some problems in the operation of Public Advisory Committee, including administrative department wish to control it, the social mass lack of consultative capacity and skills, elites and opinion leaders dominate the discourse power, cannot represent the interests of all stakeholders, inadequate decision making information public. Let the Guangzhou Public Advisory Committee System to play a better role in the future, it will need to change the idea of the Government, Strengthening the civic education, expand the discourse power of stakeholders.
