An Essay On The Organization Structure Of State-owned Commercial Banks From The Evolutionary Economics

As a branch of western economics, evolutionary economics, based on Darwin's evolutionism and Lamarck's genetic theory, draws lessons from evolutionary theory of the nature to research the dynamic evolutional discipline and development trend of human economy social. Evolutionary economics could be backed up to later the 19th century, while formed in the middle and later 20th century. It was regarded as the forming sign of evolutionary economics that Nelson R. R. and Winter S. G. published their book "An evolutionary theory of economic change" in 1982. Evolutionary economics is different from new classical economics on such views as, optimization and equilibrium, knowledge and rational, innovation and competition, time and course & etc.Basically, the development of the state-owned commercial banks can be divided into three phrases, the first phrase, from the early 1950's to the beginning of 1980's, when the bank was only the accountant of state finance, and its organization structure was set up according to that of the national administrative organs; the second phrase, from the beginning of 1980's to the middle of the 1990's, when the People's Bank gradually became the real Central Bank, and separated out its commercial business to form four state-owned specialized banks & they adopted the management mood of "tertiary management, one grade operation"; the third phrase, from the middle 1990's to present, when the state-owned commercial banks had to reform on its organization structure, but there are still a lot of questions.The questions on the organization structure of state-owned commercial banks had influenced their survival and development seriously. Meanwhile, since China entry to WTO, the financial market is opening constantly, the foreign commercial banks are entering constantly, the medium and small financial institutions are developing gradually, great changes have taken place in the survival environment of the state-owned commercial banks because of the coming of knowledge economy, financial globalization, revolution of information technology, diversification of consumersdemand. The present organization structure of state-owned commercial banks couldn't meet the needs of struggle for survival and must be reformed eagerly.According to evolutionary economics, the construction of new organization structure has such characteristics as path dependence, irreversibleness, uncertainty. So, when we construct the organization structure of state-owned commercial banks, we should follow the principles such as flexibility, flattening, decentralization, network and virtualization, which will be helpful in the improving capital efficiency, completing China's financial market, developing macro economy stably.
