The Analysis Of Effect On Our Textile Industry's International Competitive Ability After Entering WTO And The Countermeasures

Textile industry is a high labor density and big dependence degree of foreign trade in our country. China is the biggest country in production and export of textile and clothes in the world. It is important for China to maintain the continuous and stable export growth of textile and clothes, in order to guarantee Chinese foreign exchange reserve, keep international financial balance, keep RMB rate stable, resolve employment, and preserve textile industry's sustainable development. However, face to the new economic environment of entering WTO, economy globalization and green trade barriers strengthened, it is urgent to study whether we can keep the sustaining stable export of textile and clothes. Therefore, it is necessary that objective and accurate analysis be conducted on our textile industry, international competition's status quo, international environment change, effect on exporting our textile and clothes, and where our textile industry's international comparative advantage exist, etc. Then I put forward the relevant improving countermeasures. These have important realistic meaning for us to formulate and adjust the estate policy, trade policy and textile policy.The paper begins from our main textile export countries' status quo of estate and trade. Firstly, combined with the traditional trade theory, I analyze the area distributing and the contributing rate of textile trade. Secondly, combined with international competitive new theory and traditional export poorly increasing theory, I analyze the basic situation of our textile estate international competitive ability. Then I make detailed evaluation for our textile international competitive through the following four aspects: our textile export amount compared with this items' global trade amount, our main textile trade terms, our textile net export value and our textile trade international competitive index, etc. Finally, combined with tariff union creation and transfer theory, I analyze the effect factor on our textile international competitive ability, and then put forward the counter methods as follows for us to raise the textile's international competitive ability after our entering WTO: Our. textile and clothes import & export market mainly concentrates on Asia, hereby we should development Europe, North American countries and other non-quota limit markets, etc. so that we can dispense our foreign trade's concentrating degree, and reduce the reliance of our national economy to some area economic union;Maintaining our clothes' absolute advantage, we should perfect clothes' product composition, create our own brand and market sale system, propose enterprises' combination and better reformation; To our weakness of chemical fibre, printing and dyeing textile, etc. the government should increase investment and financial support strengthen the enterprise's technology exploring ability, shorten the difference of our country and the international advanced level; Facing to green trade barriers and problems of knowledge property right, the enterprises should strengthen consciousness to protect environment, transform the traditional idea of "clothes no patent", raise the goods' quality and technology's content, so that we can enhance our product's changing ability and competitive ability in the world market; etc.
