The theories of organizational learning and the learning organization are a corporate management system based on study, innovation and self-improvement, the world's state-of-the-art management theory. Guided through a macro management principle, both theories are not applicable to companies, but also to other organizations including army. Adapting both theories to building up a learning army, does not only represent a theoretical feasibility, but also goes in line with China's unavoidable trend to construct a learning society as a whole.Organizational learning is the foundation for a organization to survive and prosper, and an important channel to enhance an organization's competitiveness, which has a decisive role in achieving a successful organization. This type of learning becomes particularly significant as the country is ushering into an era of information- and knowledge-based economy. It introduces a fresh wave of thinking in the army construction and development to use the organizational learning as a basic means to advance the army's abilities to study, innovate and fight. Also equally important, the theory finds itself to comply with the military reforming trend with the Chinese characteristics.Extensively drawing upon the research achievements from both home and abroad, the first part of the thesis sets fourth the basic theories of organizational learning, learning organization and learning army, and analyzes the logistic relationship of the three concepts; the second part goes to the necessity to fortify the organizational learning during the process to build a learning army, while centering on the background of current times; the third part analyzes the impediments to organization learning during the process to build a learning army, with a reference to the theory of organizational learning and the current conditions in army construction; the fourth part details the specific measures in carrying out the idea– building an organizational learning system and constructing a learning army.
