Urban-Rual Spatial Organization And Reconstruction In County Administrative Areas Of Jiangsu Province

Since the start of economic reforms and open-door policy in 1978, China has made rapid progress in the development of economy, however, China's binary structure doesn't weaken. Rural is at a disadvantage, It's imperative to plan the development of countryside and city as a whole. Taking Jiangsu as an example, this paper studies the alteration and characteristics of urban-rural spatial organization in county administrative areas and then it analyzes the influencing factors, and moreover the author constructs the index system, By which the evaluation indicator urban-rural spatial organization-degree is used to evaluate the development level and spatial features of urban-rural spatial organization. The conclusions are as follows:Firstly, the evolution of urban-rural spatial organization in county administrative areas show changes from concentration to political regional balance, and changes to the grade-size differentiation.Secondly, Based on the cases, the paper discusses the influencing factors of urban-rural spatial organization from the standpoint of infrastructure construction, economy factors, policy system, and etc. Infrastructure construction is the base; economy is the mechanism while system provides guarantee.Thirdly, the spatial layout of urban-rural spatial organization-degree is in imbalance. It is higher in South Jiangsu while lower in the middle and north of Jiangsu; because of the distance creasing to Shanghai City, it is resulted in that of spatial organization-degree of South Jiangsu reduces progressively from the east to the west; spatial features of economic, social , infrastructure correlative-degree take on obvious inconsistency.At last, in order to optimise urban-rural spatial organization in county areas, some suggestions are put forward in strengthening infrastructure construction; Industry spatial organization optimisation; institutional innovation and etc.
