Research On Counties Basic Public Services Temporal And Spatial Variation Under The Background Of The Main Functional Areas In Liaoning Province

Livelihood issues are the focus of national and people's interest.In recent years,China has gained rapid economic development and their material life has been greatly enriched.However,with the regional social and economic development continuing to diverge and the gap between rich and poor widening,the size and quality of basic public services provided by the government cannot meet the growing needs of people,which affects the process of building a harmonious society to some extent.Guided by the ideology of Scientific Concept of Development,basic public services equalization and the main functional areas is an important strategy of building a socialist harmonious society;according to the people-oriented concept of promoting coordinated regional development,it is crucial to narrow the gap between basic public services and living standards between regions.The above two are closely linked.In this thesis,100 counties in Liaoning Province are subjected to research.Adopting the theory of public goods,Maslow's hierarchy theory of needs,the theory of non-balanced development of the region,the regional spatial structure theory,the relevant documents issued by the State Council to the provisions of basic public services and the main functional areas connotation and denotation,a detailed description of the main function zoning in Liaoning Province under the county basic public services,the status quo are elaborated;by establishing of evaluation system of basic public services in Liaoning Province County,three basic counties in Liaoning Province public services scores in 2006,2010,2014 have been measured out.The Analysis of regional differences in the main functional areas in Liaoning Province are shown under the county level of basic public services with the temporal and spatial variations.The conclusions are as followed:(1)The overall level of basic public services in the counties of Liaoning Province is low but with potential to development;Regional differences are significant,optimization development of basic public services are better than the key development and restricted development zones.(2)According to the Theil coefficient,the total difference of basic public services in Liaoning Province between 2006 and 2010 shrink after the first expansion in 2014 and the internal differences between the main functional areas are significant,while the main function of the interval is not significantly.The basic Liaoning Province public service total difference is mainly contributed by the internal differences in the main functional areas.(3)The results of ESDA show that basic public services associated strongly with the development of counties in Liaoning province,forming a high level of basic public services in multiple counties.(4)Based on the analysis results and the difference of main function areas,make different suggestions to develope basic public service.
