A Study On Countermeasure Of Enlarging The Coverage Of The State Pension In Tianjin

The rapid economic development demands the corresponding social security system. It is an urgent need to perfect the State Pension Schemes of enterprises and their officers and workers, strengthen the system of social insurance funds' contribution and enlarge the coverage of the social security. Through analyzing the current problems in the state pension schemes, with reference to the situation in The Labor and Social Security Bureau in Tianjin, the writer finds out its restricted factors and puts forward some suggestions for enlarging the coverage of the state pension in Tianjin.The first three chapters in this thesis roughly introduce the basic conception of the state pension and the state pension system in our country. They refer to the present conditions of the state pension and analyze the main limited factors in it by means of the level analysis of AHP. Then on the basis of analyzing the characteristics of the changed numbers in the payment of the share of the pension and of the employment in Tianjin in recent years, the author concludes that the emphasis should be placed on enlarging the coverage of the state pension. Chapter 4 analyzes the limited factors in enlarging the coverage of state pension from different respects. Chapter 5 gives rise to all kinds of measures in enlarging the coverage of the state pension from developing economy, perfecting the system, reforming the institution to strengthening the management . Though it falls on the function of the labor and social security section, the author thinks it should be a systematic project that demands all the society's concern and involvement to keep up the social stabilization. The thesis provides an analysis sketch, some new ideas and materials database for further research. It has the actual leading meaning for further enlarging the coverage of the state pension and promoting the state pension system to keep on developing.
