By creatively extend the characteristic function of classic set to membership, Professor L. A. Zadeh started fuzzy mathemastics, based on which Professor Chen Shouyu subdivides membership into the absolute one and the relative one, and proposes a fuzzy optimization model as well as the theory and method of fuzzy optimization dynamic programming. But all these model, theory and method are based on fuzzy remnant set theory(tallying with the fuzzy complete definition proposed in this paper).The appearance of contact mathematics, vague set and instinct fuzzy set have no doubt popularized fuzzy set, making the above-mentioned model for fuzzy optimization a special case lacking universality. Research .in this paper proposes the solution to this problem.The paper puts forward the fuzzy complete definition and fuzzy incomplete definition. The model to deal with uncertain information existing in the fuzzy optimization of multi-target systems has been set up-the model for fuzzy optimization of multi-target systems by the fuzzy incomplete definition. Also, the paper has set up the model which uses uncertain information to determine the target weight fuzzily, proposed the definition of instinct fuzzy jieke together with the method of its confirmation.Existing dynamic programming theories and models seldom provide the way to deal with the large scale of uncertain information. Considering the uncertainty in dynamic programming, the paper not only proposes the theory and method of fuzzy optimization dynamic programming for multi-target systems by the fuzzy incomplete definition, but also provides the concrete model and solution to multi-dimension, multi-target systems.Meanwhile the paper also proposes the idea that contact mathematics is another expression of vague set and instinct fuzzy set. The .key to the research into vague set and instinct fuzzy set with the tool of contact mathematics is how to value "i". The ways suggested in this paper to value "i" has brought convenience to the research of vague set and instinct fuzzy set. The paper has also established the relationship of contact mathematics and fuzzy mathematics with the definitions of fuzzy SPA and fuzzy set pair potential, and provided the formula to solve the problem of the latter one.Cases of neutrality often occur during the research on uncertain systems under the influence of human experience and knowledge. When qualitative analysis is made, method of dichotomous comparison is usually resorted to. Group decision-making may result in a heavy loss of information and even false decision in case of much renunciation. According to the characteristics of contact mathematics, this paper compares all of the measurements of SPA and finds the way to issue the sequence ofthe system status: it reflects the status sequences of arithmetic operators to quantitative values of the fuzzy set, thus obtaining a new solution to the non-structural system, which could efficiently take advantage of the large information of renunciation.The fuzzy comprehensive judgment with the widely used Zadeh operator is the evaluation of principal-factor prominence, which often leads to false or rough results. The fundamental reason is the obvious disadvantage associated with this method, since the operation theorem of maximized and minimized values may result in a heavy loss and low utilization of useful information. The enumeration method hi this paper replaces the operation of maximized and minimized values with the overall sequence of SPA system status, puts forward a new method of system evaluation, which helps to avoid the heavy information loss and makes the evaluation more objective and reliable.
