Studies on human resource field shows that human resources are the resources of most productivity, having most varieties of capabilities, and also are the most abundant resources. It is the most important core competence of economic and social development. Combination and application of the rest resources in the organization rely on the drive of human resources. Efficient allocation and rational use can play the role of it. Scientific human resource allocation system can fully reflect the human capital theory, regard human resources as the priority resource with scarcity, take rationally use of human resources, give full scope to the talents, and finally maximize the role of human resources.Since the reformation of Water Regulation in 1998, the development of maritime industry has came into a new historic span. It provides strong support and safeguard for water transportation and even for the continuous, rapid, healthy development of the whole society. So it plays an important role in servicing economic construction, promoting the development of shipping, protecting the water environment, safeguarding national sovereignty. However, at present, from a macro point of view, the traditional extensive maritime management has not fully adapted to the demand of the social and economic development; from the microscopic point of view, to better respond to maritime functions from the new test, we must further strengthen internal management. Both of them raised new and higher requirements to the maritime administration department especially to HR management which plays a vital role in maritime institutions. How to reinforce the management level of basic human resource allocation have vital significance to improve the whole management level of HR in maritime organization.Taking human resources as the breakthrough point, combined with the situation of Tianjin Maritime Bureau organization setting and personnel allocation, this thesis will discuss on the problem of human resource allocation in Tianjin Maritime Bureau. It will focus on pointing out the waste and low performance due to the irrational allocation of human resources through analysis and diagnosis on the HR structure. Based on the related theoretical research foundation, it will also put forward the view of building Tianjin Maritime Bureau human resource allocation system, enhancing the performance and management level of human resources to improve work efficiency through the improvement of organization and function adjustment, strengthening personnel selection, training, assessment and personnel flow mechanism.
