Study On The Evaluation Index System Of New Type Of Industrialization And It's Application

To realize the industrialization is the dream of several Chinese generations. It isevident that from the " to learn from foreign country in order to overcome them" afterthe Opium War to the "industry plan" put forwarder by Sun Zhong-Shan, until theseveral Chinese leaders' endeavor. After liberation, Chinese industrialization alwaysdeveloped rapidly although meet some frustration in the cultural revolution.Compared the total industrial value of 1978 to that of 1949, it still increased by 380%and increased by 13.48% annually. After 1978, Chinese economy increasedconstantly for 26 years, however, China keep a long distance from the realindustrialization. Chinese traditional mode of industrialization is extensive and its emphasis is onthe speed and benefits, it is at the,cost of lots of consuming of resources, the damageof environment, the low development of countryside and the benefit of peasant. Afterthe long-term rapid growth, the economy cardinal number increased rapidly, if we stillkeep on the traditional mode of development, the supply of resources and thedurability of environment will become frustrations that can not be overcome. In fact,the contradictories on the recourses, environment and social development haveappeared apparently, therefore it is necessary to consider carefully about thetraditional mode of development. Under this background, it has been put forward that to make the GDP of 2020doubles two times of that of 2000 in the 16th national congress of communist party ofchina and to create a new mode of industrialization. Now, the new industrializationhas become a fashion word, some district and some departments have made researchand practice on the new industrialization. Therefore, to test the condition of newindustrialization is significant and necessary.In this study, I apply the "level analysis" into the research and construct 8 EvaluationIndex system which can reflect the new development of industrialization, they are thedevelopment degree of industrialization, the development speed of industrialization,the informational development condition, the industrial scientific content, industrialeconomic benefit, industrialization developing potential, the coordination between theindustrialization and the environment, the coordination between the constantdevelopment, the industrialization and the social development. This Index systemincludes 28 different indexes. To apply this index system into testing the development of JiangSu's new modeindustrialization from 1999 to 2002, the result of it shows that the development indexof JiangSu's new mode industrialization is beyond 0.6 which is coordinated with thepractical economic standing of JiangSu. But the index of JiangSu increased slowlyfrom 1999 to 2002 compared with the rapid growth of economic. From the analysis of the evaluation index, we can find there are some factorswhich restrict the development of JiangSu's new mode industrialization, they areinformational development condition, the industrial scientific content,industrialization developing potential, and the industrial pollution, some of theevaluation don't conform to the rapid growth of JiangSu's economy and its total valueof economy being the one-tenth of the whole country's.
