After entering WTO, enterprises in China are facing more and more fierce competition. And competing for talents is the focus in the race. So human resource management must be enhanced with in organizations and employees' performance management should even be strengthened. The core of performance management is how to evaluate it. How to set up an objective and effective evaluation system for construction companies and thus to promote their development become the theme of this essay. Firstly, the perspective should be concentrated on establishing an integrated system of index with consideration of enormous increase in the amount of work caused by many affecting factors. Under such conditions, if fewer key indexes reflecting company's running conditions are employed, and meanwhile taking other factors affecting performance into account is basically an effective means.The current situation of the construction companies is analyzed firstly in the essay, and the existing problems in terms of the performance evaluation within the line are pointed out next, and the aim and significance of this research paper are put forward, and the content and structure are introduced. Furthermore, a brief statement of the theory of performance management is given, a contrast and comparison between foreign and domestic theory and method of performance management are conducted. On the basis of using advanced evaluating theory and method at home and abroad, especially using the key KPI and BSC, ideas and methods on establishing all-round key KPI system for constructing enterprises are stated in detail. And KPI system for constructing enterprises is set up according to enterprise level, department level and project level. In last part of the essay a case study of CSRG is made. And its strategy, managing, equipment, human resource and structure of organization are analyzed in detail. On the basis of these research, KPI system is put forward, and the things that should be paid attention to and regulation guarantee in the course of implementing KPI is pointed out.The innovation of the essay consists in: first, a systematic study on the issueof establishing of an all-round KPI system is made with a combination of KPI and BSC. And KPI system for constructing enterprises is set up according to enterprise level, department level and project level. Second, a case study of CSRG is made. And its strategy, managing, equipment, human resource and structure of organization are analyzed in detail. Finally, KPI system is put forward, and the things that should be paid attention to and regulation guarantee in the course of implementing KPI is pointed out.
