A Study On China's State Enterprise Restructure Operation Mode

State enterprise restructure operation, as a complex system engineering, involves the social relations of different quarters. It not only causes great change of state property management system, but also has impact on the stability and development of social macroeconomics for the whole country and on the rights and interests of different beneficial groups. So it will have a far-reaching influence on the whole social economics.This article discusses the comparatively typical c ommon feature of the state capital of the countries with market economy, formed in a long process from none to available, from little to great, from no order to order, makes a study of the development history and analyzes the regularity and scientificalness thereof as well as the reference value for improvement of the state capital operation system in our country.In addition, analysis on advantages and disadvantages of the state enterprise operation mode is made, countermeasures are given and discussion is made on such operation modes as procuration, contracting, leasing, by enterprise group or by stock system.Based on the analysis on the state capital operation mode and reform experiences of the overseas market economy countries and combined with both horizontal and vertical experiences in the course of reform and development of the domestic state enterprises, special character of China's state capital is found out of the universal law and my personal views are as follows: The state enterprise operation mode shall suit the further development of the market economy and self development of the enterprise itself as well, so analysis and discussion must be made on how to implement procuration operation for state enterprise in three tiers and detailed plan related in such state enterprise restructure operation mode shall be prepared based on the concrete conditions of China. This study is proposed to have an approach to state enterprise restructure operation suitable for the environmental condition and development of China's state enterprises.
